De functie
Als Programmamanager Data ben je verantwoordelijk voor de ontwikkeling en aansturing van een programma waarin een aantal opgaven, die een sleutelrol spelen in de modernisering en digitalisering in de gemeente Amsterdam worden aangepakt. Deze opgaven gaan over de ontwikkeling van de organisatie en de infrastructuur voor het ontsluiten en gebruiken van data, de activiteiten voor datacollectie en voor het opstellen van de basisstatistieken.

In Amsterdam wordt sinds drie jaar gewerkt aan een nieuwe infrastructuur voor het ontsluiten en gebruiken van databronnen binnen en buiten de gemeentelijke organisatie. Deze infrastructuur is de centrale voorziening voor toegang tot databronnen op een gestandaardiseerde en veilige manier en draagt de naam Datapunt. Onderdeel hiervan is de website http://data.amsterdam.nl

Er wordt gewerkt op basis van agile methodes in een aantal teams. In totaal werken ongeveer dertig professionals, variërend van programmeurs en onderzoekers tot ontwerpers en van infrastructuurexperts tot functioneel beheerders in deze teams. Er wordt zo veel mogelijk gebruik gemaakt van open source componenten. Ook de software die wordt ontwikkeld is open source. Meer hierover is te vinden op http://amsterdam.github.io

Onlangs is de inrichting van data governance voor de gemeente Amsterdam vastgesteld. Daarin zijn afspraken vastgelegd over de kaders voor het inwinnen, opslaan, beheren, ontsluiten en gebruiken van data. Tevens zijn de tactische en operationele taken voor het uitvoeren van de ontsluiting van data en het adviseren over het gebruik centraal belegd bij Onderzoek, Informatie en Statistiek. Dit is het organisatiedeel dat ook Datapunt ontwikkelt en beheert.

Als programmamanager data ben je verantwoordelijk voor de realisatie van DataPunt en voor de implementatie van het data governance beleid. Niet alleen moet er een ICT-Voorziening worden gebouwd, ook moet er een lijnorganisatie worden ingericht die gebruik maakt van de voorziening, het beheer verzorgt en de doorontwikkeling vormgeeft. Je werkt daarbij intensief samen met de product owner voor Datapunt, tevens lead devops.

De modernisering van de wijze waarop OIS de gegevens verwerkt die nodig zijn voor het opstellen van de basisstatistieken over de stad, zoals bevolking en woningen, maakt onderdeel uit van de opgave. Dit geldt ook voor datacollectie, de activiteiten op het gebied van enquêtering en het bewonerspanel. Voor de komende fase is het van belang om de ontsluiting van databronnen in de stad te versnellen en in samenwerking met de business de ontwikkeling van nieuwe toepassingen te faciliteren. Je werkt hierbij intensief samen met de andere teams binnen OIS die de business inhoudelijk bedienen.

Je werkt in een van de meest inspirerende werkomgevingen van Amsterdam: Het Datalab. Dit lab, gelegen aan de Weesperstraat in het centrum van Amsterdam is de centrale plek in de stad waar gewerkt wordt aan datavraagstukken en daaraan gelieerde innovatieve toepassingen.

Werkzaamheden:
• Opstellen strategie en uitvoeringsplan voor het implementeren van het data governance beleid;
• Coördineren van de samenwerking met andere organisatieonderdelen binnen en buiten OIS;
• Actieve participatie in de doorontwikkeling van OIS en de gemeente Amsterdam;
• Sturen op de resultaten van de teams die werken aan de ontwikkeling en het beheer van Datapunt, de basisstatistieken en datacollectie;
• Management op het investeringsproject Datapunt;
• Binnen de gemeente en daarbuiten vertegenwoordigen van OIS op het gebied van data diensten.

Wij vragen
• Academisch werk- en denkniveau;
• Ervaring in een leidende rol in een complexe organisatie;
• In de afgelopen jaren aantoonbare ervaring met projecten waarin software werd ontwikkeld en state of the art tooling op het gebied van statistiek, data management en data analyse werd gebruikt;
• Op de hoogte van de mogelijkheden van tools en technologie op het gebied van platforms voor data management en moderne applicatieontwikkeling;
• Kennis en affiniteit met onderzoek en statistiek;
• Belangstelling voor innovatieve technieken op het vakgebied zoals machine learning en beslissingsondersteunende systemen;
• Een teamspeler; bij OIS vindt al het werk, dus ook sturing en organisatieontwikkeling, in teams plaats;
• Belangstelling voor scrum / agile werken en werken met zelforganiserende teams;
• Een groot doorzettingsvermogen en de wil om iets te bereiken;
• De competentie om samen te kunnen werken met partners en het kunnen verenigen van verschillende belangen;
• Een klantgerichte, positieve en pro-actieve houding.

Competenties
Verder verwachten we van jou een nieuwsgierige en creatieve houding en het vermogen om als leider te motiveren en inspireren. Je houdt van realiseren van nieuwe oplossingen en het verbazen van anderen door samenwerking in teams. Ook heb je affiniteit met stedelijke ontwikkelingen, uitstekende technische vaardigheden en een sterk gevoel voor de visualisatie en presentatie van eindproducten. Je bent communicatief vaardig en spreekt zowel de taal van ontwikkelaars, onderzoekers, data-analisten, statistici en survey specialisten als de taal van de business.

Wij bieden

• Afhankelijk van je opleiding en werkervaring bedraagt het salaris minimaal € 4.770,- en maximaal € 6.574,- bruto per maand (salarisschaal 14) op basis van 36 uren per week;
• De gemeente Amsterdam kent prima opleidings- en ontwikkelingsmogelijkheden plus een goed pakket secundaire arbeidsvoorwaarden. Deze secundaire arbeidsvoorwaarden bestaan o.a. uit opname in het ABP-pensioenfonds, een maandelijkse bijdrage in de ziektekostenverzekering en per 1 januari 2017 het Individueel Keuzebudget. Dit is een vrij besteedbaar budget. Je kunt bijvoorbeeld zelf beslissen wanneer je het budget wil laten uitbetalen en hoeveel extra verlof je nodig hebt.

The "Big Data meets Applied AI" gives an overview of the state of the art in applications of Big Data and AI. Contributions from academy, industry (corporate and SME) and government address the most recent developments of "what's cooking". The app is designed to help international delegates and local city users independently experience some of Amsterdam’s innovative approaches and solutions for smart and sustainable urban development.

There are two routes to choose from, both starting from Central Station.

The first route “Culture of Innovation” takes users on a two-kilometer walk along Oosterdokseiland development to Marineterrein, the former navy base that is being converted to innovation district. The second route, “Transformational innovations” leads users through Amsterdam North to De Ceuvel living lab and finishes at NDSM-wharf.

As part of the TechConnect action programme, a number of initiatives are being launched to increase equal opportunities in the tech sector by making related study programmes and tech jobs accessible to everyone. Hello! I'm hoping (at the very last minute) to connect with some folks who might be interested in sharing their work with me through a brief informal tour or interview while I'm here in the Netherlands for the next 8 or 9 days. I'm here with the help of a small, self directed grant to develop a unit of study for my students in Chicago that will inspire them to better understand climate change as a global issue with which they can engage in creative ways in their local context. I'm interested in more or less any and all work happening around Amsterdam (or Utrecht, where I'll be from July 3-July 5, or Wageningen, July 5- July 7) that relates to the effects of climate change or mitigation/adaptation strategies. This could include any climate relevant public or private work in the electricity, transportation, building, industrial, agricultural, tech, or education sectors. For example, if you are involved with a start up that does circular economy work that reduces emissions, have a perspective to share on regional transportation, know something about zero emission architecture, or work in education and are interested in developing collaborations in terms of sustainability/climate curriculum, I'm interested in hearing from you and (in an ideal world) chatting for 30 minutes or an hour. My students are typically low income, racial minority teenagers who I believe need to be empowered to make the future as much as their economically well off and culturally "mainstream" peers. Most of my students are also soon to be voting eligible citizens of the USA, which seems relevant. Anyway, I appreciate you considering my vague request! I am of course thrilled about the wealth of resources available through Smart City Amsterdam (including the very cool new Amsterdam Innovation Tour app), and I've booked, for example, a standard tour on Friday through architour. But unfortunately my dates of travel did not align with WeMakeTheCity, the ASC Open House is not happening this Friday, and many of the other tour options are out of my price range as an individual traveling on a small grant. Amsterdam Smart City and City of Amsterdam launch the Amsterdam Innovation Tour

During We Make The.City innovation festival, Amsterdam Smart City and the City of Amsterdam released an app-based self-guided innovation tour which is now available from the Apple Store and Google Play. It was officially launched by Touria Melia, Amsterdam’s Vice-Mayor of Culture, Art and ICT, during the Next Generation Cities conference on 21 June.

The app is designed to help international delegates and local city users experience some of Amsterdam’s innovative approaches and solutions for smart and sustainable urban development.

There are two routes to choose from, starting from Central Station. Users start the tour by activating a special message on a JCDecaux digital screen.

On 22 June, a special-edition walking tour was organized where stakeholders and WMTC participants tested the app while walking the “Culture of innovation” route from Central Station to Marineterrein with several experts sharing their innovative projects along the way. László Vákár of Movares explained the innovative characteristics of the new 300-meter long bus canopy on the North-side of Central Station, which through its clever design decouples rainwater from the sewage system. Eelco Thiellier of the city of Amsterdam shared several examples of how the city is becoming a smart city through the use of the CMSA (Crowd Monitoring System Amsterdam) that uses sensors which collect anonymized data about pedestrian movements at hotspots. Collection is done at big events e.g. Sail or at the Arena boulevard or in permanent situations like the red light district, the Kalverstraat, the ferry terminal and at OV-hubs. This data is used to generate insight in crowdedness in order to introduce pedestrian friendly measures to keep the city accessible, safe and comfortable. See also www.amsterdam.nl/crowdmanagement.

Judith van Laarhoven of Amsterdam Electric shared insights about the city’s ambitious program to further electrify transport. With already 2,800 electric vehicle charging stations, the City is working towards clean / emissions-free transport by 2025. Another highlight of the tour was the use of the JCDecaux’s digital screen (also known as MUPI) to activate a special welcome message in front of Central Station. Stakeholders and visitors were enthusiastic about the possibility to use this digital infrastructure to deliver location-specific information at other points in the tour.

What is the future of architecture and urban planning in our hyper-digital era? The ubiquity of smart phones and the internet of everything (IoT) are producing colossal amounts of data that, when used responsibly, become blueprints of how to build sustainable and inclusive cities like Amsterdam - now home to many new ‘species’ of technology and innovation.

Join us Thursday, 14 June @9pm for a Smart City “Safari” to discover these solutions in their natural habitat and how they are making smart cities like Amsterdam more responsive and resilient. For the first time, you’ll be able to explore a whole new world along the Amsterdam Waterfront at at sunset.

I’ve teamed up with Eli5.io to develop a prototype AR app (Augmented Reality) to show fellow architects and urban planners some technologies that are vital to our future cities, but normally invisible to the public eye.

With your own phone you’ll be able to locate the many air & water quality sensors, citizen kits, LoRa transmitters, eBike sharing, iBeacons, Smart Waste, Blue Roofs, clean tech and many more living smart city solutions. During this 30-40 minute walk we’ll be exploring the business cases like “What problem does this device solve for the city?”, “How do these technologies impact architects and urban planners?”, “How do the citizens benefit from these solutions?”.

At 9pm we’ll meet at iAmsterdam (VVV) Visitor Centre op het Stationsplein, Amsterdam. From Central Station we’ll walk along Oosterdokskade through the Nemo alto MarineTerrein and finish w/ drinks at Pension Homeland.

Afsluitend presenteert De Denktank Innovatie & Vertrouwen, een initiatief van vier grote organisaties, die menen dat naarmate innovatie sneller voortraast, het vertrouwen in die innovatie steeds belangrijker wordt. Maar hoe borg je vertrouwen in innovatie? Louis Huyskes doet namens de Denktank verslag van initiatieven en dilemma’s en geeft concrete handvatten.

The energy consumption of data centres in the EU is predicted to reach 104 TWh in 2020. With the continuous infusion of IT services in our daily lives and the emergence of the Internet of Things (IoT), distributed data centres and the cloudification of the legacy computer systems this number should come as no surprise. And energy is indeed a precious commodity. As such, to ensure sustained availability, reliability and security of Europe’s critical infrastructures, data centres should reinforce their investments towards energy efficient business innovation and successfully lead the on-going energy transition. Taking up such a pivotal role will bring opportunities for energy efficient data centres to not only reduce their operating costs and improve their performance and efficient use of resources, but also create new revenue streams through waste energy reuse and energy flexibility services offerings.

De Dutch Data Science Week (DDSW) is een initiatief van GoDataDriven en SAS en heeft dit jaar ‘the impact of data science on society’ als thema en wil aan de hand van maatschappelijke uitdagingen een impuls geven aan de kennisontwikkeling en kennisdeling binnen data science. Centraal tijdens de week staan de hackathons waar data scientists concrete oplossingen bedenken voor uitdagingen op het gebied van duurzaamheid, gezondheid en samenleving.
Naast de hackathons worden er ook twee conferenties georganiseerd. Op PyData Amsterdam, van 25 tot en met 27 mei, delen gebruikers en ontwikkelaars van data-analysetools kennis en inzichten met elkaar. De SAS Data & Analytics Day op 31 mei gaat over ontwikkelingen en trends op het gebied van data analytics en artificial intelligence.

Verder bestaat de week uit verschillende meetups die gericht zijn op praktische en datagedreven use cases, blockchain- en cloudtechnologie, zoals Amazon Webservices en Google Cloud Platform. Lees meer over de meetups

De Dutch Data Science Week (DDSW) is een initiatief van GoDataDriven en SAS en heeft dit jaar ‘the impact of data science on society’ als thema en wil aan de hand van maatschappelijke uitdagingen een impuls geven aan de kennisontwikkeling en kennisdeling binnen data science. Centraal tijdens de week staan de hackathons waar data scientist concrete oplossingen bedenken voor uitdagingen op het gebied van duurzaamheid, gezondheid en samenleving.

“De waarde van data komt pas tot uiting in een concrete toepassing”, zegt DDSW-organisator Walter van der Scheer. “Binnen DDSW stellen we data scientists in staat om hun kennis in te zetten voor een maatschappelijk doel. Uiteindelijk is het onze ambitie om aan het einde van de week met de inzet van data écht iets bijgedragen te hebben aan maatschappelijke verbeteringen.”

Energie besparen
Energieleveranciers Eneco organiseert een hackathon. “We willen het voor onze klanten zo makkelijk mogelijk maken om duurzaam met energie om te springen. Data is hiervoor een belangrijke sleutel. Tijdens DDSW krijgen data scientists de mogelijkheid om met behulp van data unieke slimme toepassingen te ontwikkelen die bijdragen aan het verminderen van onnodig energieverbruik”, zegt Ronald Root, Senior Data Driven Business Developer & Privacy Officer bij Eneco.

Datagedreven ziekenhuizen
Ook het Universitair Medisch Centrum Groningen organiseert een hackathon.

Pim van der Harst, hoogleraar Interventie en translationele cardiologie: “We staan op de drempel van datagedreven gezondheidszorg. Je ziet steeds meer specifieke toepassingen voor de organisatie, diagnostiek of behandeling van patiënten.”

“Hoewel een ziekenhuis met een samenhangend AI-systeem wat de organisatie en zorg optimaliseert nog niet bestaat, is het voor mij niet meer de vraag óf het gaat gebeuren, maar wie het gaat leveren en wanneer. Met het organiseren van een hackathon tijdens DDSW hopen we dit proces te versnellen.”

Een schonere stad
De gemeente Amsterdam hoopt dat hun hackathon nieuwe ideeën oplevert om de stad meer leefbaar te maken.

Wethouder Udo Kock (Economische zaken): “We staan nog maar aan het begin van het gebruik van beeldherkenning in bijvoorbeeld het schoon houden van de stad. Als we met camera’s afval op straat kunnen herkennen, kunnen we dit opruimen voordat Amsterdammers er last van hebben. Tijdens Dutch Data Science Week hopen wij dat data scientists met onze open data oplossingen ontwikkelen waarin mens en machine zo samenwerken dat Amsterdammers er voordeel uit halen, en waarin hun privacy niet geschonden wordt”.

Taking a chance with your private data? Might not seem like the best idea at first thought. Still, it is something we encounter every day. With the recent controversies surrounding facebook, personal data and privacy are more relevant than ever..

In April the Black Box Bellagio was organised at Waag in collaboration with Roos Groothuizen, as part of the DECODE project. The Black Box Bellagio is a privacy casino - you don’t bet with your money but use your private data as currency instead. Three classic games could be played this evening: roulette, blackjack and poker. All with a twist involving private data. The Waag looked like a proper casino, with tables to play the games, casino equipment, and neon lights decorating the room. To finish it all off, there was even live music, played by a duo aptly called Data Sinatra.

The privacy casino
The three games part of this casino are all designed to evoke critical thinking about privacy and how we deal with personal data in our everyday life. Chance is manipulated in the roulette game, similar to how insurance companies deal with chance in real life. Boxes are blocked off based on personal identifiers such as age and address, data also used to define insurance policies. At the blackjack table, people take a chance with their facebook likes - losing to the house means having to like a random facebook page. At the poker table, data can be traded for advantages in the game. A randomised wheel decides your fate. It’s a risk, but one that many people were willing to take.

Voluntarily giving up data
What’s interesting is how readily people are prepared to provide their private data to play a game in this casino setting. Many people have become much more aware of their privacy and what happens to their personal data recently. At this casino though, caution is thrown to the wind as participating in the games takes priority over the risk of exposure. Giving up personal data seems to be easier when there’s something to gain. Or perhaps it’s just the fun and relaxed setting that makes it easier to share. In the end it all boils down to one question… how far are you prepared to go to win the game?

The Black Box Bellagio - an unusual casino that won't take your money, but is after your freedom, integrity and private data instead. Play with the (un)fairness of expected values and chances, predicted risks, and giving up your identity. Disclaimer: the house always seems to win..

Play and find out which personal data you are willing to share with your fellow players. During the game you will learn to look at your personal data in an alternative way. Do you care about your privacy or about winning the game? How far do you go?

During the evening you can visit the casino between 8 pm - 1 am to play a.o. roulette, poker or blackjack. Be on time to be guaranteed of a spot at the table. Entrance is € 5,- (tickets available at the door at De Nieuwe Anita)

Algorithms, information and uncertainty
It is a well-known fact that Facebook uses algorithms to track our behavior. But what these algorithms do is commonly unknown. This creates an untrustworthy situation towards information provided by these algorithms, think about information on food, technology, news, doctors or banking. Everything is false until proven otherwise.

One of the driving forces behind a gambling game is the uncertain state of 'simultaneously knowing and not-knowing'. With poker players risk their bet by judging the value of their cards over their opponents’ by trying to deduct clues from non factual elements when playing face to face. One tries to read the opponent's behavior and facial expressions, and assess whether they’re bluffing or not.

Proof is ‘found’ in subjective predictions — a mathematical game made human. This subjectivity is surprisingly similar to profiling risks and identities through online algorithms. Think of someone who googles nail polish, who is automatically considered female. Such elements of uncertainty, insecurity and overgeneralization are indispensable for the Black Box Bellagio.

The Black Box Bellagio has been developed by Roos Groothuizen, an Amsterdam-based designer and artist, who cares about digital rights. The Black Box Bellagio has been realized in collaboration with Ymer Marinus.

DECODE
The Black Box Bellagio is organised as part of the project DECODE. Via the casino DECODE engaged a new group of people to increase awareness of the issues around personal data and data commons.
