How green, healthy & sustainable were we really in 2020?

In Amsterdam, a city committed to becoming healthier and more sustainable for its citizens and visitors, we have witnessed a greater sense of togetherness, connectivity and a collective transition towards the sustainable city. This is one of the findings in the latest Monitor report, De Monitor 2020, published by De Gezonde Stad.

In the last year, the global pandemic has challenged our daily routines, our mental and physical well being, our freedom of movement and the ways we interact with our local environment. Every year De Gezonde Stad (The Healthy City) collects the latest facts and figures on Amsterdam’s:

• Green spaces
• Air quality
• Energy use
• Waste production
• Food consumption

These five pillars help its citizens understand how close (or far) we are to a healthy and sustainable Amsterdam. Reflecting on these pillars in the Monitor report, we also learn about the initiatives, achievements and developments blooming across the city, and feel inspired  to take action.

So how green, healthy and sustainable were we really in 2020? What was the influence of Covid on the five pillars and what can we do to help Amsterdam’s transition towards sustainability? Using the findings from De Monitor 2020, this blog posts some highlights. And to make it easy, we'll also add these findings in Dutch.

How Strandeiland IJburg democratically develops in a green, social and sustainable island

Strandeiland is the newest artificial island in the IJburg archipelago in the IJmeer, on the east side of Amsterdam. The island is currently being constructed. With 8,000 homes, Strandeiland is one of the largest future urban districts in Amsterdam.

Involving citizens in urban development processes
How can citizens gain more control and ownership in the development of urban areas? To make the process of shaping the development plans of Strandeiland more democratic, the DemoS project was launched in October 2018.  DemoS – democratic Beach Island – is part of the Participation Plan for this area and has been running for two years.

The Strandeiland project leader, municipal innovation team (CTO), the local municipality (Stadsdeel), three IJburg residents, researchers, and students of MSc MADE participated in the living lab project DemoS from 2018 -2020.

The aim of the participation trajectory was threefold:

  1. To set up a novel way of collaboration between civil servants and citizens around the participation processes of the design and development of Strandeiland.
  2. To share the gained insights transparently to inspire other citizens and civil servants.
  3. To grow a community of potential future Strandeilanders.

The participation team was loosely established on the principles of a living lab with the innovative focus on making city-making processes more inclusive and democratic. This is the first time in Amsterdam that civil servants and citizens work together in this formal agreement whereby citizens are engaged in creating the participatory processes. In februari brachten we De Monitor uit, ons eigen onderzoek naar de duurzaamheid van Amsterdam dat zelfs de kranten haalde. Maar we gaan door... We focussen op een thema en nodigen iedere keer een geweldige gast uit die de impact maakt op het gebied van duurzaamheid in Amsterdam. NEW EUROPEAN BAUHAUS PARTNERSHIP FOCUSES ON A SUSTAINABLE FUTURE

The Amsterdam University of Applied Sciences (AUAS) has become an official partner of the European Commission's New European Bauhaus (NEB) initiative, which aims to transform the European Commission's sustainability agenda into real solutions that contribute to a sustainable and inclusive society. This partnership is coordinated via the AUAS’s Centre of Expertise for Creative Innovation (CoECI), a collaboration between four Amsterdam-based higher education institutions that is headed by AUAS. By participating in this initiative, AUAS and CoECI will focus on helping to create a sustainable and inclusive society through creative innovations with a broad network of partners.

New European Bauhaus stems from the Horizon 2020-funded European Green Deal, the latter of which aims to accelerate Europe's recovery from the coronavirus crisis by turning green challenges into innovation opportunities. Within the Green Deal, AUAS is already working on various project proposals with international partners that aim to help create a climate-neutral Europe by 2050 via our collaborative applied research. These EU initiatives align well with our new 3D strategy at the Amsterdam University of Applied Sciences, which prioritises sustainability as one of the three key domains for our institution in the years ahead, alongside diversity & inclusion, and digitalisation.

Beautiful, sustainable, together

Via the motto ‘beautiful, sustainable, together’, AUAS partners with New European Bauhaus New European Bauhaus (NEB) draws inspiration from Bauhaus movement 100 years ago and the belief that design can be a force for societal progress. To quote the project: “We want to create a design movement integrating three dimensions: sustainability (including circularity), quality of experience (including aesthetics) and inclusion (including affordability). Showing that creativity is in finding affordable, inclusive and attractive solutions for our climate challenges.”

The interdisciplinary nature of the initiative presents an excellent opportunity for the entire AUAS, and the creative sector in particular, to participate and help shape the future. CoECI supports this plan and, together with its network of partners both inside and outside the AUAS, will use its imagination and develop innovative concepts that contribute to the sustainable transition.

Activities

In the coming months, CoECI will join other partners in the Netherlands and Europe to discuss ideas for a sustainable future and how the creative sector can contribute to it. It will also review how faculties across the AUAS can collaborate on this great challenge from their own areas of expertise: from social questions and technical innovations to design perspectives.

CoECI brings together creative businesses, citizens, science and education in the Netherlands and Europe, to collectively create proposals and ideas for a sustainable Europe. The NEB initiative is now in the 'Design phase' and will kick off the 'Deliver phase' in September 2021. The AUAS hopes to be selected for this, which would see it set up and implement collaborative pilot projects. This will be followed by the 'Disseminate phase'. About the Centre of Expertise for Creative Innovation

The Centre of Expertise for Creative Innovation (CoECI) is the national knowledge and innovation network for the creative industry. CoECI uses art, media, technology and design to create a sustainable and inclusive urban society. These activities contribute to partnerships, both commercial and non-profit, between education and the professional field. In this way, CoECI connects research and talent with companies, social organisations and communities.

New European Bauhaus conference

On 22nd and 23rd April, the European Commission will host its first conference related to the "New European Bauhaus" initiative.

The New European Bauhaus is a creative and interdisciplinary initiative, convening a space of encounter to design future ways of living, situated at the crossroads between art, culture, social inclusion, science and technology. It brings the Green Deal to our living places and calls on all Europeans to imagine how we can make the places where we live and our experiences more beautiful, sustainable, and inclusive.

The conference will be held online in English. It is free of cost and registration for the first day is open to everyone.

Teken het manifest voor een Burgerberaad Klimaat & Milieu

Begin dit jaar is het ‘Manifest Burgerberaad Klimaat en Milieu’ gelanceerd. Een coalitie van burgers en organisaties roept de politiek op een ambitieus burgerberaad in te stellen, waarin burgers maatregelen bedenken om de klimaatcrisis te bestrijden en biodiversiteitsverlies tegen te gaan. Ik ondersteun dit manifest van harte omdat ik erin geloof dat een grotere betrokkenheid van burgers bij deze grote uitdaging leidt tot betere en eerlijkere oplossingen. Jij ook? Teken het manifest!

De opwarming van de aarde raakt alles en iedereen. Om de aarde leefbaar te houden zijn snel grote veranderingen nodig. De Nederlandse overheid (gemeenten, provincies en Rijk) lijken nog onvoldoende in staat om tot een toereikende, integrale aanpak van de klimaatcrisis te komen. Een belangrijke barrière is dat moeilijke keuzes (bijvoorbeeld rondom de plaatsing van windmolens of het inperken van de intensieve landbouw) uit de weg worden gegaan. Ook worden burgers onvoldoende en vaak veel te laat betrokken bij de voorgestelde oplossingen, wat leidt tot vertraging en weerstand.

Waarom een burgerberaad?
Een burgerberaad is een onafhankelijk georganiseerde werkwijze waarbij een gelote dwarsdoorsnede van de Nederlandse bevolking zich laat informeren door experts en belanghebbenden. Vrij van lobby en verkiezingsdruk ontwikkelen zij maatregelen die eerlijk en toereikend zijn, en bovendien gesteund worden door de samenleving. Onder andere dit rapport van de OECD laat zien dat deze democratische methode in het buitenland goed werkt om hete hangijzers aan te pakken. Een belangrijke voorwaarde is dat het proces transparant wordt ingericht.

Effectief groen voor klimaatadaptatie in de stad

De HvA start onderzoek naar concrete handvatten voor klimaatbestendig en verkoelend stedelijk groen

Een groene stad is niet automatisch een klimaatbestendige stad. Groen is wel de meest effectieve maatregel tegen hittestress en kan bijdragen aan waterbestendigheid. Mits de inrichting hierop is ontworpen. Samen met Wageningen University & Research (WUR) en ontwerpbureau Niek Roozen onderzoekt de Hogeschool van Amsterdam (HvA) hoe een groene straatinrichting het meest effectief is voor verkoeling in verschillende wijktypen.

Wijktypen groen

Een belangrijk praktisch aspect van het onderzoek is het waterverbruik van groen voor koeling, in samenhang met de opbouw van de bodem en de benodigde buffercapaciteit. Maar een duidelijk stappenplan hiervoor mist, stelt Jeroen Kluck, lector Water in en om de stad. ‘We krijgen vaak vragen over welk type groen het beste is tegen en bij klimaatverandering. Dit project helpt daar antwoord op te geven. Wij ontwikkelen concrete handvatten voor ontwerp, aanleg, inrichting en beheer van klimaatbestendig en verkoelend stedelijk groen.’

Vier wijktypen onder de loep

Voor verschillende soorten en ontwerpen van straatgroen onderzoeken wij enerzijds de verkoelende werking en anderzijds de kwetsbaarheid tegen verdroging. Daarbij richten we ons op vier karakteristieke en veel voorkomende wijktypen: het stedelijk bouwblok, de bloemkoolwijk, de volkswijk en een verbindingsweg. Ieder type heeft specifieke fysieke kenmerken zoals bouwhoogte, breedte van de straat en vorm van groene inrichting, welke bepalend zijn voor de mogelijkheden en effectiviteit van een nieuwe groene inrichting. De inzichten verwerken we in praktijkrichtlijnen en sjablonen voor deze wijktypen. Daarnaast werken we aan een nieuwe bomentabel waarin klimaatbestendigheid van typen bomen is verwerkt.

Interdisciplinaire samenwerking

Het project is een samenwerking tussen de groene sector, ontwerpers, landschapsarchitecten, stadsklimatologen en beheerders van het stedelijk groen. Het project is een mooie aanvulling op het onderzoeksportfolio van het HvA-lectoraat Water in en om de stad en met name de onderzoeken naar het klimaatbestendig inrichten van de stad, het hittebestendig inrichten van de buitenruimte, hittemetingen in de stad en ook het gebruik van wijktypen als basis om klimaatrisico’s en maatregelen te structureren.

Update Intelligent Cities Challenge & Opportunities To Get Involved

The 100 Intelligent Cities Challenge (ICC) is a European Commission (EC) initiative that supports 136 cities with using cutting-edge technologies to lead the intelligent, green and socially responsible recovery. The goal is to accelerate ICC cities and their local ecosystems as engines for post-pandemic recovery, creating new jobs and strengthening citizen participation and wellbeing.

The Amsterdam Metropolitan Area, represented by Amsterdam Economic Board and Amsterdam Smart City (ASC), has joined the ICC as a mentor region. A key task for ASC is to connect and share best practices from the Amsterdam region with the ICC network.

Here are a few of the upcoming opportunities for ASC partners and community members who would like to get involved in the ICC:

  1. Sharing best practices during the 3rd ICC City Lab, May 18 – May 21: During this four day event, ASC partners have the opportunity to contribute to various knowledge and working sessions across a range of topics including: circular economy and Local Green Deals (LGD’s), energy efficient renovation, digitalization of government services, digital twins, and citizen participation.
  2. Contributing to Tech4Good Marketplace:Within the scope of ICC, the EC is developing a digital platform where cities can share their experience and recommendations for validated and deployed smart city solutions.  During the April - June timeframe, ASC will collect transferable solutions and best practices from the Amsterdam Region which will be shared on the Marketplace.
  3. Advise on the development of the European Interoperability Framework for Smart Cities and Communities (EIF4SCC): Acknowledging the importance of interoperability for smart cities and communities, the EC contracted Deloitte and KU Leuven University to develop a proposal for a European Interoperability Framework. The aim of the EIF4SCC is to provide European local administration leaders with definitions, principles, recommendations (including practical use cases) and a common model that enables public service delivery across domains, cities, regions and borders.  The first draft of the Framework is open for stakeholder consultation via the following survey until April 12.

Meetup: Entrepreneurs share Mobility as a Common initiatives

On April 9th three collective entrepreneurs present their Mobility as a Common initiatives and challenges at the Townmaking Common Labworks.

The Towmaking Common Labworks are a network of cooperative initiatives that develop and implement solutions for the common good. This Friday we start a series of meetups for the vertical in Mobility as a Commons, and invite entrepreneurs, governments and professionals to join the Labworks and build together.

This Friday WijZijnDeel and the Amsterdam Bicycle Collective will present their initiatives and journeys.
The ABC builds a local cooperative ecosystem for the development, production, maintenance, and use of community-built circular eBikes. Join the designers, engineers, bicycle shops, and educational partners in making Dutch cycling culture about care for healthy living, sustainable production, and quality making.
WijZijnDeel  organises citizens in cooperatives in order to be able to provide in their collective mobility needs.

Our city urgently requires zero-emissions and lower loads on aging infrastructure, and at the same time the health of our city also needs mobility solutions that are sensitive to local needs, and that are made and maintained by highly-skilled local economies. We believe local communities are best positioned to understand their collective needs and environment, and they form the heart of a healthy, sustainable and  inclusive society. Therefore our mission is to empower these communities with quality infrastructure and ownership.

Nooit te laat om te leren over het klimaat

‘We moeten en kunnen in Amsterdam meer ruimte geven aan klimaatadaptatie!’ Eerste Leertraject Klimaatadaptatie van Urban Technology met gemeente Amsterdam en Waternet is afgerond.

Van overstroomde straten tot dorre parken, klimaatverandering is steeds duidelijker zichtbaar in de stad. Hoe kunnen we onze steden daar tegen weren en klimaatadaptief (her)inrichten? Ruim 30 medewerkers van gemeente Amsterdam en Waternet namen deel aan het eerste Leertraject Klimaatadaptatie van lectoraat Water in en om de stad (HvA Centre of Expertise Urban Technology). ‘Veel geleerd over een integrale aanpak van maatregelen die voor meerdere klimaatthema’s tegelijk werken.’

Leertraject Klimaatadaptatie

Het Betondorp in Amsterdam maakt haar naam waar: veel steen, verharding en wateroverlast als gevolg wanneer er extreme buien plaatsvinden. Maar daar is sinds kort een klimaatadaptieve oplossing voor verzonnen: wadi’s. Regenwater stroomt naar deze verdiepte groene plekken om het op te vangen en langzaam in de bodem te laten infiltreren. Inmiddels heeft Betondorp diverse vegetaties die het stadsdeel een stuk groener maken.

Van steen naar groen

Betondorp is een voorbeeld waar de Nieuwezijds Voorburgwal vooralsnog jaloers op is. Deze grote straat, die loopt van Spuiplein tot Station Amsterdam Centraal, moet opnieuw ingericht worden, vertelt Lisette Klok, docent-onderzoeker van de HvA en Leertraject Klimaatadaptatie. ‘Het is een verharde omgeving met veel schaduw, waar we meer groen kunnen creëren om ruimte te geven aan klimaatadaptatie.’ Het is een van de vele praktijkcases die ruim 30 professionals van de gemeente Amsterdam onder de loep namen op de klimaatthema’s waar we door klimaatverandering vaker mee te maken krijgen; wateroverlast, hitte, droogte en waterveiligheid.

Brede insteek voor integrale aanpak

De thema’s van het leertraject helpen om kennis over klimaatverandering te verbreden, om tot een integrale aanpak te komen bij de gemeente en Waternet, vertelt Alice Driesen, deelnemer en mede-organisator van het leertraject (werkzaam bij afdeling Ruimte en Duurzaamheid). ‘Ik werk nu aan Amsterdam Rainproof , een programma gericht op het regenbestendig inrichten van de stad. Dus kennis over wateroverlast had ik wel. Maar de effecten van hitte en droogte in de stad, hoe dat in kaart te brengen en welke oplossingen, risico's en kosten er zijn? Dat was nieuw voor mij. Bij de gemeente willen we alle klimaatproblemen in een stadsgebied tegelijk kunnen aanpakken.’

Driesen onderzocht met haar leertrajectgroep de effecten van klimaatverandering op straatniveau in het Oostelijk Havengebied van Amsterdam. Zij keken naar stresstestkaarten  om te achterhalen wat er precies speelt in het gebied, vertelt Driesen. ‘Is het gebied gevoelig voor hittestress, hoe is de bodemopbouw, hoe zijn de grondwaterstanden? We verbinden bestaande databronnen aan elkaar voor een completer beeld, zoals peilbuismetingen voor de grondwaterstanden om te achterhalen of er risico is op paalrot bij oude panden. Vervolgens koppelen we er concrete maatregelen aan. In onze diverse leertrajectgroep, van stedenbouwkundigen en ontwerpers van de openbare ruimte tot maaiveldwerkvoorbereiders en assetbeheerders, konden we elkaars expertises bundelen en tot integrale oplossingen komen.’

Deltabeslissing ruimtelijke adaptatie zet druk

Van droogte tot wateroverlast, het speelt niet alleen in Amsterdam. De deltabeslissing Ruimtelijke adaptatie van de overheid stelt daarom dat heel Nederland in 2050 waterrobuust en klimaatbestendig is ingericht. Gemeenten, waterschappen, provincies en het Rijk moeten er samen voor zorgen dat schade door hitte, wateroverlast, droogte en overstromingen zo min mogelijk toeneemt. Dat is een grote opgave, stelt Klok. ‘Klimaatadaptatie is voor velen een nieuw onderwerp en dus nog niet zo vanzelfsprekend. Dat geldt ook voor de professionals bij de gemeente en Waternet. De noodzaak is hoog. Het klimaatbestendig inrichten van steden moet normaal worden, en wij moedigen dat met ons Leertraject Klimaatadaptatie aan. Vanwege succes gaan we binnenkort een tweede traject starten!’

‘Nog een leuk feitje’, sluit Klok enthousiast af, ‘is dat de opzet van het leertraject bijna één op één is overgenomen uit onze minor Klimaatbestendige stad die veel studenten trekt, ook buiten de HvA. Dezelfde docenten geven nu ook ‘college’ aan de professionals van die meedoen aan het Leertraject Klimaatadaptatie. Het is natuurlijk nooit te laat om te leren over het klimaat!’

Het Leertraject Klimaatadaptatie van lectoraat Water in en om de stad van Centre of Expertise Urban Technology heeft tot doel het kennispeil op het gebied van klimaatadaptatie binnen de gemeentelijke organisatie te versterken en beter te borgen. Na vijf cursusdagen, online excursies, praktijksessies en groepswerk aan weekopdrachten voor een klimaatadaptief ontwerp van een projectgebied zijn de deelnemers op de hoogte van de laatste ontwikkelingen en wetenschappelijke inzichten in de diverse klimaatadaptatiethema’s. En weten zij hoe ze met deze kennis de juiste maatregelen kunnen treffen in de openbare ruimte.

Amsterdam Smart City is een onafhankelijk innovatieplatform dat innovatieve bedrijven, kennisinstellingen, overheden en proactieve bewoners samenbrengt en vorm geeft aan de stad van de toekomst.

Wij zijn ervan overtuigd dat de veranderingen die nodig zijn voor de vooruitgang van de stad en regio alleen gerealiseerd kunnen worden door samen te werken. Al onze activiteiten zijn daarom gericht op het faciliteren van ontmoeting, interactie en samenwerking, zodat partijen samen tastbare, duurzame innovaties tot stand kunnen brengen. Amsterdam Smart City richt zich met name op deze vier thema’s: mobiliteit, de digitale stad, energie en circulaire economie. Met het Amsterdam Smart City team zorgen we voor verbinding.

Wat ga je doen?
Je voert de communicatie- en communitystrategie actief uit door het maken van content, het schrijven van nieuwsbrieven, beheren van onze social media kanalen en het organiseren van events. Je bent veel in contact met de partners en andere organisaties binnen het netwerk van ASC.

Daarnaast werk je met onze partners aan het aanjagen van innovaties binnen het transitiepad Mobiliteit & Logistiek en legt verbindingen met de community. Ook breid je het netwerk uit met relevante organisaties en innovatieve projecten. De communicatie- en programmamedewerker werkt nauw samen met het gehele smart city team en legt verantwoording af aan de communicatiemanager. Daarnaast heb je een aantal programma ondersteunende taken.

Taken
• Je beheert onze social media kanalen, geeft inzage in de statistieken en onderneemt actie op basis van de data.
• Je onderhoudt het dagelijks contact met de leden van onze community op www.amsterdamsmartcity.com
• Je verzamelt, schrijft, redigeert en publiceert content voor de community en andere stakeholders.
• Je organiseert en draagt bij aan evenementen voor partners en ons bredere netwerk in de regio en communiceert hierover.
• Je coördineert, onder begeleiding, je eigen transitiepad: Mobiliteit & Logistiek en monitort voortgang van projecten en legt verbindingen.
• Je verbindt, mobiliseert en activeert partners en communityleden
• Je voert ondersteunende programma taken uit, zoals het vormgeven van presentaties en zorgdragen voor documentatie en het bijhouden van het CRM systeem.

Profiel:
• WO/HBO werk- en denkniveau
• Opleiding op gebied van communicatie of vergelijkbaar
• 1-2 jaar werkervaring
• Goede beheersing van Nederlands en Engels in woord en schrift
• Ervaring op het gebied van online communicatie, community management en/of projectondersteuning
• Affiniteit met innovatie en stedelijke ontwikkelingen, met het thema Mobiliteit & Logistiek in het bijzonder
• Type aanpakker, zelfstandig, communicatief sterk en flexibel.

Wat bieden wij?
Wij bieden je een fijne werkplek op het Marineterrein in Amsterdam, met een informele en collegiale sfeer. Op dit moment werken we uiteraard veel thuis. We zijn een klein team (6 personen) waarin we nauw met elkaar samenwerken. We werken intensief samen met een grote groep gedreven mensen die zich inzetten voor een duurzame stad en regio, voor iedereen. Het is een regionale, nationale én internationale werkomgeving waarin je eigen inbreng en pro-activiteit zeer gewaardeerd worden.

We zoeken iemand voor 32-40 uur per week.  Salarisindicatie o.b.v. 40 uur: €2.900 - €3.400 bruto excl vakantiegeld en eindejaarsuitkering. Wij bieden een jaarcontract met uitzicht op een vaste aanstelling.

Solidary, Creative Economy, for Communities and With Communities!
Thousands of other initiatives around the world!

At some point people realized that they needed each other to do something other than "subsist". From there, they decided to organize themselves in something called communities in order to improve their lives and practice a good "survival". Over time, they realized that the law of the strongest could hurt and decided to affirm social contracts to live together and in harmony.

Some people understood that they should give up some freedoms for this, others did not. Over time, these communities have been forming their stories, generating their identities and dynamizing their cultures. When communities became organized, they started to be called societies.

How many societies do we know? How many societies do we live in? Within these social contracts, many have little and few have a lot. Much what? Wealth? Yes, few have access! Access to quality education, decent health, respectful housing, nutritious food and so on.

How many can do what they want and how many cannot do what they need? It is in this concern that I perceive (as several others have already noted) that everything tends to come together. The better structured places attract bigger investments that generate bigger chains that attract even more investments and keep developing (or just growing) more and more. The point is that where there is little, little remains.

Does it have to be this way? If you were a government official and were going to choose to develop a state, would you give growth incentives to regions that are already more advanced or encourage the development of those that still have almost nothing? The prudent answer may be: "it depends" ... if you just want to develop faster, it may be easier to encourage the growth of the wealthiest regions.

After all, their chain is greater and they can “pull” other cities in the process of growth. But if you think about it on the other hand, you can see that there is no certainty that the poorest cities will be fostered by the richest. Will the access ever get there? With this in mind, several concepts and practices have been developed. Have you ever heard of Creative Economy? Basically, knowledge, creativity and intellectual capital are the production factors of this economy.

In this process, cultural production is used as a historical factor in the formation of identity and income generation in that community. In other words, a new look at the solution of the structural problems of society, the economy and culture are sought from the identity of that population.

In other words, development is sought from the convergence and respect for the roots of that people's history with cultural, social and economic objectives. Discussions, initiatives and studies have been taking place throughout Brazil with the aim of expanding this concept: the first International Forum of Creative Cities in Rio Quente took place in September 2013 http://rioquente.go.gov.br/cidades-criativas/, the IV Minas Gerais Meeting of Public Administration, Solidarity Economy and Social Management (IV EMAPEGS) addressed this theme in Viçosa this year http://www.emapegs.ufv.br/ and so on.

In addition, another concept has been addressed, created and practiced. Have you heard of Solidarity Economy? The concept of solidarity started to be guided at the end of the 18th century, but it has not yet been completely assimilated to the market. In this context, solidarity economy means interdependence and is based on the principles of cooperation, self-management and brings an economic dimension to society. In other words, we think of a market geared towards people, not people geared towards the market.

Despite the various difficulties faced by the Solidarity Economy, such as mapping, production flow, obtaining credit, advice and collective work, many advances and initiatives have taken place in Brazil. Have you heard of the Center for Solidarity Economy of Tocantis? UFT's NESOL? They have been working hard on this process: http://www.fapto.uft.edu.br/conhecimento/index.php/uft/14-nucleo-de-economia-solidaria-da-uft-nesol. Many communities have also realized that they live on the job, but remain in poverty. So they decided to challenge all the pre-established and create social currencies. That is, they realized that they had to develop some way to encourage the money to circulate more within the community itself, with the possibility of exchanging it for the real. Some initiatives have been implemented in Brazil. The first was Banco Palmas, at the Palmeiras complex in Fortaleza (CE). http://www.bancopalmas.org.br/oktiva.net/1235/nota/12291. Today there are more than 110 community banks, a chain, across Brazil. Several other initiatives in the world have been taken, but it is clear that challenges abound.

'Pathways of hope' in onze publieke ruimte

Haastig zijn afgelopen jaar interventies in de publieke ruimte ontwikkeld en toegepast om de verspreiding van Covid-19 tegen te gaan. Hoe kunnen deze tijdelijke maatregelen in de  openbare ruimte de structurele veerkracht van de buurt versterken?

Covid-19 maakte duidelijk hoe belangrijk onze gedeelde publieke ruimte is. Haastig werden afgelopen jaar interventies in de publieke ruimte ontwikkeld en toegepast om de verspreiding van Covid-19 tegen te gaan. Met stickers, hekken, geverfde cirkels, verkeersborden en digitale apps waarop op afstand de drukte in de stad af te lezen valt werd geprobeerd om stadsbewoners te verleiden tot social  distancing. Al snel werden deze preventieve maatregelen vergezeld van nieuwe praktijken. Parkeerplaatsen  boden  tijdelijk  ruimte aan groen en  houten vlonders waarop de binnenstedelijke horeca en winkels hun werk in de buitenlucht konden voortzetten.

Frank Suurenbroek, lector Bouwtransformatie van Centre of Expertise Urban Technology, en Martijn de Waal, lector Civic Interaction Design van Faculteit Digitale Media & Creatieve Industrie, over hun project 'Covid-19: Van preventie naar veerkracht'. Dit artikel is eerder gepubliceerd in HvA-magazine 'Bewogen Stad: Leren in crisistijd'.

Daarnaast  toonden  activiteiten die normaal achter gesloten deuren plaatsvinden zich plots in de buitenruimte.  Gebruikers van  shisha-lounges nestelden zich  op stoeltjes voor de deur, sportscholen  gingen lesgeven  in de open lucht. Ook ontsproten er nieuwe  sociale initiatieven zoals huiswerkklasjes  in buurtcentra. Covid-19  leidde zo  ook  tot een experiment  in  het gebruik en de betekenis van onze gedeelde publieke ruimtes.  

Van preventie naar veerkracht?

We weten echter nog weinig  over  de  variëteit  aan  preventieve  interventies  in de  publieke ruimte, hun werking en vooral ook de manier waarop die tijdelijke maatregelen ook de structurele veerkracht in buurten kunnen versterken. Afgelopen september kregen we een ZonMW-subsidie toegekend om dit te onderzoeken:  Hoe kunnen ontwerpinterventies voor de 1,5 meter-samenleving in de publieke ruimte op buurtniveau ook bijdragen aan het versterken van maatschappelijke en ecologische veerkracht? Veerkracht gaat hierbij over de kwaliteit die de leefomgeving nu biedt, alsmede over de capaciteit in de omgang met de meer structurele sociale  en ecologische uitdagingen van onze steden.  

Delen gedurende de uitvoering

Covid-19 vraagt ook om snel handelen. Een centrale rol in ons project speelt de Community of Practice. Vijf gemeenten, twee woningbouwcorporaties, het PBL, ontwerpbureau UNStudio, social  engineeringbureau The Beach, WandelNet en Pakhuis de Zwijger alsmede meerdere specialisten vanuit de  HvA hebben zich in dit project verenigd. Covid-19 stopt bovendien uiteraard niet bij de landsgrenzen. Naast de Nederlandse partners heeft zich  ook een kring van internationale  kennisinstellingen aan het project verbonden: Harvard in de VS, The Bartlett School in Londen, University of Sydney en in Italië het netwerk City Space Architecture. 

Preventieve ingrepen begrijpen

In de wetenschappelijke literatuur rondom veerkracht valt het handelen in crises uiteen in resisting  (weerstand bieden), adapting  (aanpassen), restoring  (herstellen)  en  transforming.  

Onderscheid in vier soorten handelingen in crisistijd

De preventieve maatregelen rondom Covid-19 passen overwegend in de categorieën resisting en adapting. Het gaat daarbij om tijdelijke oplossingen voor de problemen die nu spelen.  Denk aan het plaatsen van hekken, het  tijdelijk gebruik maken van parkeerplaatsen voor horeca en andere functies die niet langer binnen kunnen functioneren.  Tegelijkertijd  bieden deze ingrepen mogelijk ook de potentie voor meer  transformatieve  keuzes. 

Zo zien  we een aantal steden (Parijs, Milaan, New York) de crisis  aangrijpen  om een  al langer levende  mondiale  visie in wording te versnellen  om steden leefbaarder en inclusiever te maken.  Deze visie raakt aan  abstractere en meer toekomstgerichte perspectieven van veerkracht.  Wat echter ontbreekt is  inzicht hoe de huidige preventieve ingrepen  ook de kansen en potentie van meer structurele transities van de stad  kunnen bewerkstelligen.  


Voorbeelden van Covid-19 interventies in de publieke ruimte

Van resisting naar transforming?

Hoe kunnen die concrete interventies, investeringen en spontane ontwikkelingen die nu voor de resisting en adapting van de pandemie plaatsvinden ook de kiem leggen voor het vinden van oplossingen voor onze grotere sociale of ecologische problemen? Conceptueel: hoe kunnen interventies voor resisting en adapting meteen ook iets zeggen over concrete ontwerpoplossingen voor transforming? Natuurlijk kunnen we met ons project niet meteen al die grote problemen oplossen. Om het concreet te maken focussen we op het schaalniveau van de buurt en hanteren we een research through design-methodiek. Met ons onderzoek willen we niet voorschrijven hoe het moet, maar voorbeeldstellend en onderbouwd in beeld brengen hoe dat kan. Wat leren we van de Covid-19-interventies in de publieke ruimte om ook de veerkracht te versterken?


Voorbeelden van leerzame niet-Covid-gerelateerde interventies in de publieke ruimte

Dit is de data die we verzamelen:

  • We brengen systematisch in kaart welke interventies in de openbare ruimte zijn ontwikkeld en toegepast ter preventie van Covid-19-besmettingen.
  • We brengen met ons consortium in kaart welke (spontane) initiatieven op buurtniveau zijn ontstaan om de sociale effecten van Covid-19 te pareren.
  • Daarnaast verzamelen we de verschillende typen concrete ingrepen die los van Covid-19 al bestaan om ook in sociaal-economisch kwetsbare buurten te werken aan klimaatverandering en leefbaarheid.

Deze data levert twee inzichten op. Het laat zien wat voor specifieke 'schade' Covid-19 heeft veroorzaakt, welke tekortkomingen aan het licht zijn gekomen en welke andere oplossingen dan gebruikelijk zich aandienden. Daarnaast levert de analyse van deze concrete sets interventies zicht op hun werkzame bestanddelen. Deze beschouwen we als de ‘bouwstenen’ en programma’s van mogelijkheden voor het research through design-deel van ons onderzoek. De ontwerp- en sociaalengineeringbureaus in ons consortium gaan met deze set ontwerpend onderzoekend verkennen hoe een nieuwe combinatie van deze bouwstenen tot ingrepen leiden die en preventief en transformatief zijn.

De coronacrisis hopen we daarmee niet alleen als een snel achter ons te laten situatie te beschouwen, maar ook als een natuurlijk experiment waarin nieuwe paden voor de toekomstige stad ontdekt kunnen worden. En hoe eerder we die in beeld kunnen brengen, hoe sneller we ook al gedurende de pandemie van onderop aan de structurele versterking van onze stad kunnen werken.
