It's unlikely that our current energy system will be able to continue to guarantee reliability in the future as different factors cause a massive impact on our energy supply.

Although electricity use in Amsterdam is relatively stable today, this will change in the near future. Due to expected population growth, increasing use of electric vehicles and the shift from gas boilers to electric heat pumps, we will start consuming more and more electricity.

On the other hand, and at the same time, the supply of solar and wind energy is growing rapidly. This sustainable energy will replace non-renewable energy increasingly into the system. Unfortunately, this is not without complications.

With all these changes ahead: how can we transition to a reliable, affordable and sustainable energy system? In the below long-read we explain how we work on the future of urban energy.

In 2018, only 25% of heat pumps on Dutch market are connected to the internet, and virtually no heat pump is ready for flexible control, according to research conducted by Delta-ee on behalf of FAN.

The changes in the field of sustainability are in full swing. Electric cars, heat pumps and solar panels ensure that a lot of people can make their contribution, even at home. At the same time, these innovations appeal to the electricity grid in the city. More infrastructure is needed to be able to supply the increasing demand for electricity. On the other hand, we have to deal with electricity in different ways. How do we do this? What is needed to keep moving forward? And how do we involve residents in this?

On the 15th of October, Amsterdam Smart City and some of our partners discussed this topic in Pakhuis de Zwijger. Amsterdam Smart City aims for a conversation between its partners and the general public. After all, residents are the ones that have to deal with all innovative projects and the ones with great initiatives themselves, so let’s involve them as soon as possible!

This summer, grid operator Liander and the City of Amsterdam launched a report with an alarming message: in 2050 we will need 2,5 times more electricity than we do now. Eric Koldenhof from the Sustainability department of the City of Amsterdam and Paul van Engelen, region lead Amsterdam of Liander told the audience that this is quite a puzzle, with a growing population and shrinking physical space. For Amsterdam this expected increase in electricity demand means we will need 6 to 8 more electrical substations and around 2.500 small containers throughout the city. They showed a map with warning signs: some of the current substations are already reaching their maximum capacity.

Leonie van den Beuken, program director of Amsterdam Smart City, asked Koldenhof and Van Engelen how critical this issue really is: ‘Is there a possibility we will not be able to switch on a light in the near future?’ Paul: ‘We won’t lose power, don’t worry. The real problems are the new developments. With the current capacity on the grid, it will be very hard to connect new customers, such as big car charging stations or datacenters.’

We will need to expand the electricity grid, but there are two other big recommendations in the research: we need innovative solutions that can work off the grid or efficiently to reduce the impact on the grid and the City and Liander want to look forward and cooperate more. If we have to open up a street for cabling, this can be a possibility to do other constructions simultaneously.

Falco Pieters from Stichting Wiek-II, Peter Paul van Voorst from Skoon Energy and Marjolein Bot from the Amsterdam Economic Board are the ones with solutions to unburden the electricity grid. In Arnhem-Nijmegen, Falco combines technological innovations, wind and solar energy with the participation of citizens. Wiek-II found a way to connect this generated energy to the grid more efficiently and they are happy to copy the concept to other areas in the Netherlands.

Skoon Energy created big switch batteries, mainly for the maritime sector, but they also work for festivals and construction – and perhaps even in the city as a temporarily solution These batteries are short term solutions, but batteries can be charged when there is space on the grid. Peter Paul: ‘I am really happy with the ambitions of the City of Amsterdam and the urgency for innovation. This creates opportunities for my business!’

Marjolein Bot told the audience about her research on the influence of digitalization. Not only sustainable solutions ask for more electricity, data and digitalization are increasing the demand as well. Marjolein is working on efficiency in IT such as green coding, photonics, blockchain, AI and datacenters.

In 2021 governments with plans for the public space will be obliged to incorporate citizens’ opinions in their plans (‘Omgevingswet’). This means that participation and co-creation with citizens is becoming more important, also in the decision on where to build new electrical substations in the city. How can we make sure that participation is useful and meaningful? Dave van Loon (Kennisland), Melika Levelt (Amsterdam University of Applied Sciences) and Pauline Westendorp (02025) are working on participation on a day-to-day basis.

The panel discussed the conditions for citizens to participate in these kind of processes. Melika Levelt: ‘As a government or company, please be clear about the processes that are fixed and that are going to happen anyway. Be clear about the influence residents can have and tell them honestly if you have to make another choice because of political reasons. Citizens will only be interested if you have clear and concrete questions. Take time to hear as many opinions as possible. They really have a feeling about the physical space and their neighbourhood, so take this into account. It is not only a project, but really a place to live.’ Dave: ‘And it is very important to realize that a lot of individuals won’t take the time to cooperate with you. You have to get in touch with citizens’ initiatives and local cooperatives.’

Paulien challenged the City of Amsterdam: ‘Can we focus on developments before 2030 or 2050? Can we make changes now or tomorrow? People are ready for it!’ But be aware: not everyone wants to participate. Some people just want others to take the lead in these developments. And that’s fine as well.

Van 1-3 april 2019 vindt City-zen Days Amsterdam plaats, hét evenement over CO2-reductie in de Metropool Regio Amsterdam. Amsterdam als thuisbasis voor 3 dagen kennisdelen, inspireren en netwerken. Welke initiatieven hebben plaatsgevonden? Wat is er allemaal geleerd? Wat kun jij als bewoner van de stad doen om hierop verder te gaan?

De afgelopen vijf jaar hebben maar liefst 25 partners zo’n 20 innovatieve projecten vorm gegeven in Amsterdam en partnerstad Grenoble. Op het programma staan naast prikkelende presentaties van duurzaamheidsexperts ook bezoekjes aan concrete projecten.

Deelnemers aan City-zen Days Amsterdam krijgen een scala aan onderwerpen voorgeschoteld, variërend van Smart Grid oplossingen (denk aan laadpalen waarmee elektrische voertuigen bijdragen aan ‘load balancing’ van het net) en Warmte/Koude projecten (zoals het IJ gebruiken om een woonwijk te koelen) tot innovatieve Renovatie (zoals het behoud en 21ste-eeuws-bestendig maken van de Airey-woningen uit de jaren ’60).

Creating synergies from clean energy and e-mobility through innovative policies, technology and implementation.

European cities are moving massively into electric mobility. Renewable energy in the city is also growing fast, mostly solar as the most viable clean source of energy in densely populated areas. This conference addresses the need for integrating e-mobility and renewables, facilitated by ICT and how these developments can reinforce benefits instead of creating problems for each other.

Large scale integration of e-mobility and renewables in and around the city is a challenge. Growth in solar energy creates an energy production peak in the early afternoon, which mismatches with the energy demand peaks in the morning and evening. This creates problems for the electricity grid, which will aggravate rapidly if we do not act now. Integrated zero emission mobility and clean energy, smart storage and flexible demand will play a large role in tackling these issues.

Where the EV ENERGY project is focused at good practice and policies to encourage this integration in cities, the CleanMobilEnergy project develops and implements a Europe-wide applicable Energy Management System, with a focus on optimising multiple energy generation, storage and consumption devices within the city. Together with both projects, this conference aims to boost large-scale integration of clean energy, clean mobility and flexible demand and storage.

This conference brings together outstanding examples from Europe, focusing on:
■ Large scale e-mobility parking and energy exchange experiences
■ Smart EV-charging in the city to ‘un-stress’ the grid
■ Energy Management Systems in Europe
■ Tools for energy planning
■ Developing viable business models

The example projects demonstrate the need for an ‘energy systems’ approach in which the energy and mobility sector can produce synergies and reinforce each other.

– aan onze naïviteit wel... Waternet houdt zich bezig met alles wat met water te maken heeft in Amsterdam. Afgelopen jaren komt steeds meer de nadruk op duurzaamheid te liggen en welke rol water daarin kan spelen. “Wij startten eigenlijk 5 jaar geleden al met duurzame initiatieven” zegt strategisch adviseur Otto Reinstra. Voor twee veelbelovende projecten – koude uit drinkwaterleidingen en warmte uit afvalwater – werd subsidie aangevraagd onder het EU-programma City-zen.

Koude uit drinkwater – groot, groter, grootst

Het project werd gestart met als partner een vliegveld inclusief hotels en kantoren. Zo’n gebied heeft een grote vraag naar koude. En leidingen die langs het vliegveld lopen hebben veel koude potentie. Het hele vliegveld kan door deze koude van koeling voorzien worden. Zowel Waternet als het vliegveld waren erg enthousiast. Dat mocht alleen niet heel lang duren….

Voor de problemen die op ons pad kwamen, werd steeds enthousiast gezocht naar oplossingen vanuit Waternet. Maar het gezamenlijke duurzame doel verloren we tegelijkertijd langzaam uit het oog en geld, planning werden de standaard. En toen klapte het.

Nieuwe sanitatie op een onbewoond eiland
Het tweede project ‘warmte uit afvalwater’ werd opgestart. Het project dat zich hier uitstekend voor leende: een nieuwbouwproject van de gemeente waarbij een eiland opgespoten zou worden voor 1500 woningen. Waternet dacht daar enthousiast over mee. De nieuwbouwwoningen op het eiland zouden worden aangesloten en van warmte worden voorzien vanuit de warmte van grijs afvalwater. “We waren erg enthousiast over het mooie veelbelovende energieproject, die echt een bijdrage kon leveren. Achteraf kun je stellen dat die houding vooral naïef was”.

Het nieuwbouwproject is bedacht in tijden van de economische crisis. En dan is in 2014, de crisis was patsboem voorbij. “De gemeente heeft op gebiedsontwikkeling een grote uitdaging; binnen 10 jaar moeten 50.000 woningen gebouwd worden. In zo’n stad komt dan een goed gestroomlijnd gemeentelijk apparaat op gang, waarbij in snel tempo plannen uit 2008 worden gemoderniseerd. Voor we het wisten, waren aanbestedingen de deur uit en ging alles lopen. Gevolg: wij waren te laat. Een brief naar de wethouder waarbij de oorspronkelijke plannen werden herhaald mocht niet baten en werd ons ook niet in dank afgenomen. Resultaat: we stonden aan de zijlijn.”

Zonder harde afspraken heb je niks aan goede bedoelingen

Uiteindelijk stopte het project ‘koude uit leidingwater’ met het vliegveld en konden we het drinkwater project gelukkig uitvoeren met een farmaceutische fabriek – en met succes! Dezelfde vraag, maar een kleinere schaal.

Voor nieuwe sanitatie kwam, naast de geleden teleurstellingen, een ander nieuwbouwproject voorbij. Een initiatief van 20 partijen en bewoners. Een manifest werd ondertekend om een circulaire stadswijk te maken. Een samenwerking tussen gemeente, netwerkbedrijven, woningcorporaties, architecten, bewoners. Voordat de samenwerking werd gestart, waren echter alweer verschillende beslissingen genomen en stond Waternet wederom aan de zijlijn. “Zonder harde afspraken heb je niks aan goede bedoelingen.”

De samenwerking met een woningcoöperatie bleef over, in totaal 800 woningen. Ook hierin bleek dat in de praktijk andere prioriteiten de bovenhand voerde waar Waternet geen partij in was. Onder aan de streep: 300 woningen en wachten we met smart op de installatie hiervan. Die helaas alleen de functie om grondstoffen te winnen uit afvalwater gaat uitvoeren. Koude werd uiteindelijk ook geschrapt…..

Er is een aantal belangrijke lessons learned te trekken – zeker voor een partij als Waternet die innovaties nog niet in het DNA heeft zitten:

• Enthousiasme is goed, maar het vertrouwen in partners is niet altijd wederzijds. Maak heldere afspraken over doelstellingen, taken en verantwoordelijkheden!
• Zorg dat je beide enthousiast blijft door regelmatig met elkaar te overleggen en het met elkaar eens te blijven over doelstellingen.
• We hadden de (economische) ontwikkelingen kunnen voorzien en moeten meenemen in de ontwikkeling van de projecten.
• Veel wisselingen van de wacht, andere directeuren en managers, komen het project niet ten goede.
• Doordat we met City-zen subsidie zijn gestart zetten we dit project ook door, in andere situatie zou je waarschijnlijk eerder de handdoek in de ring hebben gegooid.
• Blijf doorzetten en blijf optimistisch! Ook door ruzie en gedoe eromheen kom je toch weer met medestanders in contact en doen nieuwe mogelijkheden zich voor.

Geleerde Lessen Deel 2: Innoveren binnen de Gevestigde Orde

PLANHEAT and fellow European project City-zen (FP7) jointly organized a HC transition session at the Sustainable Energy Systems Conference in Delft. The session started off with a joint presentation on the main issues in the Netherlands. Find out what the panel concluded after the discussions.

The panel that followed covered a wide range of stakeholders, scales and ideas. Tjalling de Vries of the Dutch Ministry of Economic Affairs and Climate co-moderated with Andy van den Dobbelsteen, and provided the perspective of the national government. The panel consisted of:

• Jannis van Zanten (Project leader Heating at AEB Amsterdam)
• Pauline Westendorp (Co-initiator of 02025 in Amsterdam)
• Ad van Wijk (professor of Future Energy Systems, TU Delft)
• Jan Willem van de Groep (founder of Factory Zero, co-initiator of the ‘Stroomversnelling’ coalition)
• Henri Bontenbal (senior consultant Strategy and Innovation, Stedin)

Each panel member was invited to make a five minute pitch, after which there was time for responses from both panel and audience.

The diverse nature of the panel resulted in a broad discussion on technical topics such as energy carriers (DHC, electricity, hydrogen etc) and scales (local, regional, national), but also on implementation challenges on from economic, societal and ownership perspectives. A few examples: we need more guts, citizen engagement (“don’t make it annoying, make it fun!”) and local champions (every Amsterdam neighbourhood has a volunteer energy coordinator). We need to connect traditional stakeholders with innovators, and find the balance between systems of different scales. We also have large scale solutions (hydrogen and electricity, off shore wind farms) as well as regional and local ones (building insulation, (LT)DH, hydrogen salt cavern storage, exchanging and cascading), transitional strategies (using residual heat), and finally historic examples, both of succesful transitions (from horses to cars) and local energy systems (city gas).

The consensus was that even though the challenges are complex and the right answers may differ from place to place, many technical solutions are already available for implementation, and we should start implementing some of them today rather than tomorrow.

Strategisch adviseur Peter Simões kreeg de afgelopen jaren te maken met veel wisselingen in het management en de daarbij horende wijziging in de strategische organisatie. “Was in het begin van dit project de focus gericht op activiteiten buiten de organisatie en het vergroten van de zichtbaarheid, verplaatste de focus naar optimalisatie van de bedrijfsvoering en afronden van de lopende projecten”.

“In 2012, wilde de organisatie meer doen met de door hun geproduceerde duurzame energie; het zag ernaar uit dat veel verandering zou gaan plaatsvinden in de energiemarkt, waarbij het belangrijk was om bij aan te sluiten.” Zo werd een plan bedacht om samen met andere partijen in het Havengebied de lokaal opgewekte energie, op het juiste moment lokaal in te zetten.

Met deze doelstelling is gestart met de aanvraag voor de EU-subsidie van City-zen. In een dik document voor de EU, waarin prachtig wordt omschreven wat het project in het meest rooskleurige scenario oplevert. “Van tevoren weet je eigenlijk al dat dit resultaat niet behaald kan worden. Je start dus eigenlijk met een 100% faalkans.”

Waar gaat het dan mis?

De techniek is niet zozeer de boosdoener, die is er of kan wel ontwikkeld worden. In zo’n project gaat het mis, omdat er gevraagd wordt om naar een nieuwe onbekende situatie toe te werken, terwijl de organisatie vasthoudt aan de oude situatie. “Met innovatie loop je vaak vooraan. Je moet er daarom altijd voor zorgen dat je niet alleen staat” quote Simões. Om te slagen is het nodig dat het project en de innovatie gesteund worden door directie en management. Hier zat het probleem “Vanaf 2012 tot nu, zijn we 3 directeuren verder”. Door de duur van het project (gestart in 2012), start binnenkort ook de 3de projectleider. “De ambassadeurs van het eerste uur zijn weg.”

De belangrijkste lessons learned volgens Simões zijn*:*

• Als het om grote organisaties gaat; blijf dicht bij je core-business
• Binnen onze organisatie werken we in kleine stappen naar een resultaat toe, zodat we kunnen bijsturen waar dit gevraagd wordt. Bij de EU is het op voorhand beschrijven van het uiteindelijke resultaat belangrijk. Deze twee uitgangspunten passen niet bij elkaar.
• Het speelveld waarin je terechtkomt moet passen bij de organisatie. Binnen onze organisatie wordt een andere taal gesproken dan in de gemeente. Hier zit niet automatische een klik.
• Zorg voor interne (zittende) ambassadeurs om het project te laten slagen.

De City-zen Fuck-up Night in Antwerpen was een avond waarin falen gevierd werd. In het verlengde daarvan lanceren we een serie van drie verhalen over de geleerde lessen bij het maken van fouten. Lees, huiver en doe er je voordeel mee; fouten die je niet meer hoeft te maken 🙂

Klimaatneutraal begint bij de bewoners thuis – maar ze gaven niet thuis

Geert Vanhorebeek houdt zich bezig met het programma ‘Leuven klimaatneutraal in 2030’. Met als doel Leuven bewust te maken: minder uitstoot en duurzamer gedrag. Het doel was een collectief renovatieproject op te starten: buurten informeren, bewoners stimuleren om duurzame energiemaatregelen te nemen. Maar ook schaalvoordeel behalen; zoveel mogelijk inwoners bereiken. In totaal waren acht potentiële homogene wijken geïnventariseerd voor het betreffende project.

“Uiteindelijk hebben we twee homogene wijken op ons onderbuikgevoel uitgekozen. In deze wijken hebben we goed uitgepakt, onder andere met een mobiel energieloket en renovatiebegeleiders. Maar wat bleek; in de homogene wijk was geen sprake meer van gelijke woningen. Een groot gedeelte van de woningen was allang weer verbouwd. Zo zie je dat de praktijk vaak anders uitwijst dat de theorie.”

“In totaal waren 9 van de 60 woningen eigendom van een woningcoöperatie. Wij vonden het niet meer dan logisch dat de coöperatie het goede voorbeeld zou geven, zodat we één goed voorbeeld hadden om anderen te overtuigen. Simpel; dit kwam niet van de grond.”

“Bij een volgend initiatief gingen we langs de deuren. Toen kwamen we erachter dat er óf oude mensen woonden óf families die al met verbouwen bezig waren. We kwamen op het verkeerde moment; ons initiatief sloot niet aan bij de levensfases van deze bewoners.”

“In de enquête – om te achterhalen waar de meeste draagvlak en kansen zouden liggen en om de bereidheid om mee te doen te toetsen – bleek draagvlak, maar dat viel in de praktijk tegen. Daarnaast hadden we te maken met een “slaapwijk”, één waar weinig dynamiek in zat. Geen wijkevenementen, geen sociale cohesie en daardoor weinig succes voor ambassadeurs.”

“In de tussentijd waren we ook betrokken bij een nieuw EU-voorstel (Horizon2020). Doordat dit veel tijd en toewijding vroeg, hadden we op cruciale momenten weinig of geen aandacht voor dit project en hebben we kansen gemist.”

Dus…, van de initiële ambities kwam in de praktijk weinig terecht. De ‘Lessons Learned’ zijn:

• Vraag je samenwerkingspartners naar hun doelstellingen, verwachtingen en leg afspraken vast. Zorg dat het voor iedereen interessant blijft om zo de eindstreep te behalen.
• De wijk moet een mate van wijkwerking/cohesie hebben waarbij de buurt elkaar enthousiasmeert en je kunt werken met ambassadeurs.
• De wijk moet voldoende groot zijn om zo schaalvoordeel te behalen.
• Blijf aandacht houden voor het project.

“We gaan het met deze ervaringen de volgende keer veel beter doen!”, aldus Geert Vanhorebeek.
