Discussion Paper: Democracy by design
Democracy by design:
Safeguarding democratic values in smart cities
Our world is digitizing and new systems are emerging. Across the globe, public and private parties are building the smart cities and smart infrastructures of tomorrow. They strive to improve the efficiency of systems, reduce costs, improve reliability and offer better services by implementing information technology in our public spaces and infrastructures.
These developments will play an important role in the way we will shape our future lives and society. Information technologies will be delegated decisions that affect our economic, social, personal and physical environment.
Amidst new possibilities, we need continue to ask ourselves ethical questions on the functioning of our infrastructures and cities. For example, when an energy system’s malfunction leads to temporary scarcity, who will enjoy uninterrupted energy supply? And who will have priority on the congested roads when a road accident has happened? Increasingly, information technology systems will decide how we are treated and who gets prioritized. Yet, whose technology makes decisions and based on which principles? And do these choices take into account the interests of all concerned?
We urgently need to start the discussion how our decision makers and citizens can make the right choices, as the pace of the developments is rapidly increasing.
Organising Smart City Projects: Lessons learned from Amsterdam
On the 19th of December, the third edition of the Smart Citizens Talk took place in Pakhuis De Zwijger. During this event, lessons learned from smart city projects in Amsterdam were discussed. Read a short summary here.
Do you live in a smart city?
Frank Kresin (Research Director at Waag Society) gave an introduction on the definitions of a smart city and a smart citizen. He started with a question to the audience: do you live in a Smart City? This was an interesting question but hard to answer for the majority of the crowd. Is a city smart when it is efficient? Or when it has ‘smart citizens’? His conclusion was that the definition of a smart city depends on your own perspective and vision.
'Technology is not the problem'
After this introduction, Willem van Winden (Professor Urban Economy at Amsterdam University of Applied Sciences) showed the results of a research of the Amsterdam University of Applied Sciences about the lessons learned from smart city projects in Amsterdam. They analysed 12 smart city projects in the city of Amsterdam and evaluated them with several categories. Click here to read the report. His main conclusion was: ‘Technology itself is not the problem, but the success depends on many other factors, for instance the way users are involved in the technology, transparency during the development/project, privacy and upscaling opportunities in a city/country.
Panel Discussion
After this, three interesting speakers shared their experiences and view on their smart city project (Bas Boorsma from Cisco, Francesca Miazzo from CITIES, Michiel Gerritsen from WeGo and Cor Gerritsen from Mokum Maritiem).
Bas Boorsma, Director Internet of Everything at Cisco (North Europe), was one of the speakers at the panel discussion. One of his messages was: 'As a company, do not wait for the right start-up, but start up your own start-up'.
Fransesca Miazzo is co-founder of the CITIES Foundation and is doing a project in Amsterdam Noord with plastic waste collection. An interesting quote of her side: ‘Related to Inclusiveness: Provide a platform were people can benefit from a change and to go from niche to mainstream.'
Michiel Gerritsen discussed their technology to make more efficiently use of cars in Amsterdam. Did you know that 90% of the cars in Amsterdam are standing still? If these cars can smartly ‘communicate’ with each other, this percentage could go down.
At the end, some speakers shared their take-home-message:
> ‘Learn from worst practices instead of best practices’ – Cor Gerritsen and Inge Oskam
>
> ‘Is your problem a shared problem? Don’t make a business out of it, but change the system’ – Fransesca Miazzo
>
> ‘Use your heart in developing smart projects, use your rational only for your business model’ – Bas Boorsma
Other interesting quotes/take-home-messages of the event are:
> ‘Sharing knowledge freely is the key for innovation’ – Frank Kresin (De Waag)
>
> ‘Your citizens know more than you’ – Frank Kresin
>
> ‘Cities are never finished’ – Frank Kresin
>
> ‘Technology is NOT the problem, it is the way how we use it’ – Willem van Winden
>
> 'To become a smart city, value & teach coding skills. Otherwise the smart citizen & city won't exist' – Frank Kresin

Smart Cities Nanotechnology Proposal
In recent years, nanotechnology has been making considerable progress in the developed world. Manufacturing technologies — nanofacture — have been becoming more reliable and less expensive, and the number of products incorporating nanotechnology are ever-growing. Whereas ICT is the digitalization of information, nanotechnology can be viewed as the digitalization of materials, offering phenomenal potential for enhanced services, cost savings, green innovation, improved citizen health and economic development.
This development should be of considerable interest to all Local Authorities & City Planners, because entering the world of industrial nanotechnology requires much lower capital investment than traditional materials such as steel. Secondly, one of the most important industrial uses of nanomaterials, especially discrete nano-objects such as nanoparticles, nanorods and nanoplatelets, is as additives to other products. The addition of nano-objects to matrix materials can significantly enhance their qualities. For example, low- and medium-grade base (lubricating) oil can be converted to high-grade oil by the addition of certain metal nanoparticles. There are many other examples of this kind.
The message NLG wishes to convey to all cities, regardless of location, is that nanotechnology can be rapidly implanted and can significantly boost the value of products and services. Indeed the first cities to embrace the full potential of nanotechnology in regard to innovation, financial success, citizen health, clean and sustainable employment, etc., still await development. There is now a wonderful opportunity for city planners to exploit these innovations whilst focusing on greener and cleaner cities.
In order for cities to effectively unleash the potential benefits of nanotechnology, a careful assessment of existing activities is required, accompanied by an appraisal of what impacts the different aspects of nanotechnology (materials, devices (systems), metrology and so forth) could have on each of these activities.
NLG undertakes such appraisals upon request. The outcome is a comprehensive report, including data tables, and an assessment of the feasibility of implementing nanotechnology. The report can be followed-up by a teleconference or face-to-face question & answer session.
If any aspect of the appraisal needs to be followed up in specific detail, this can be undertaken in a second step, the outcome of which would be a further report.
Reports are typically delivered within 2 to 4 weeks after commissioning. They are researched and written by the scientific and technical associates of NLG. These associates have, typically, been educated and/or occupy a post at one of the world's top 10 universities. Their expertise is guaranteed. When using nanotechnology in the above described way, cities will profit from innovation, increase the health of citizens, enhanced performance of services, new business development, whilst improving competitiveness in a global market.

IEEE 802.11ah: A Technology to Face the IoT Challenge
Since the conception of the Internet of things (IoT), a large number of promising applications and technologies have been developed, which will change different aspects in our daily life. This paper explores the key characteristics of the forthcoming IEEE 802.11ah specification. This future IEEE 802.11 standard aims to amend the IEEE 802.11 legacy specification to support IoT requirements. We present a thorough evaluation of the foregoing amendment in comparison to the most notable IEEE 802.11 standards. In addition, we expose the capabilities of future IEEE 802.11ah in supporting different IoT applications. Also, we provide a brief overview of the technology contenders that are competing to cover the IoT communications framework. Numerical results are presented showing how the future IEEE 802.11ah specification offers the features required by IoT communications, thus putting forward IEEE 802.11ah as a technology to cater the needs of the Internet of Things paradigm.
